In the past, there have been numerous letters written and published by concerned humane people on the exploiting and oppression of innocent animals that include horses, donkeys and dogs to mention a few. However, the underprivileged in our society can barely afford life’s basic necessities much less to pay mefor daily newspapers.
It is fitting to say that we are ethically responsible for the welfare and protection of animals and due to years of neglect and demoralization, this crisis has extended country wide. These ill fated animals are innocent victims and should never be penalized by their owners or others that choose to brutalize them as they please.
I respectfully recommend that the Ministry of Education implement a basic once-a-week half hour school programme for teachers at all levels to address a growing predicament. Simple expressions on the manner and behavior of people toward animals such as don’ts and do’s could make an incredible difference to reduce animal suffering by persons who kick, throw bricks, burn, chop, strangle and drown them. This type of education can be adopted and passed on for generations ahead.
I respectfully recommend that the Mayor and City Council implement a programme to educate all owners of horse and donkey pulling carts against the constant whipping using wire, sticks and other heavy objects. Also, a weight load restriction must be levied for owners of these animals as the excessive heavy load is an overburden to haul. A method of regulations and guidelines must be imposed for owners to stop persecuting their daily “bread basket”.
I respectfully recommend that the Commissioner of Police implement a programme for police officers who patrol our streets throughout the country, to be vigilant and recognize when cruel acts are committed particularly on horses and donkeys that pull carts. These revolting and objectionable acts are seen every day even by law enforcement personnel but no warnings are delivered nor action taken. It is time to apprehend and prosecute animal abusers to pay a fine or face imprisonment.
