It is unclear just what President George W Bush achieved on his six-day tour of Brazil, Uruguay, Colombia, Guatemala and Mexico.
He was received politely, if not over-enthusiastically by his hosts. His presence everywhere gave rise to popular demonstrations, even if the demonstrators were kept well away from the target of their ire. And he was dogged every step of the way by Venezuela’s Hugo Ch
