Back in the 1980s an Annexe of the Caricom Secretariat, with the agreement of the government, occupied the low single flat concrete building situated in North Road, immediately west of the structure at King Street and North Road, and south westerly of the St George’s Cathedral. The Documentation Centre of the Secretariat operated from that location until, like other operational units, it was transferred to the new CCS Headquarters at Liliendaal.
During the period of occupation the Secretariat found it necessary to negotiate with the Ministry of Works who kindly constructed the car park in front of what was called the North Road Annexe. It has been noticeable that since the Annexe was vacated the public, quite reasonably, made use of the car park, initially in the absence of a successor tenant.
Latterly however, the facility has been sealed off from public parking, presumably by the current occupants of the building of whom there is no identification.
This letter seeks your newspaper’s help to ascertain from either the Ministry of Works, or perhaps the City Council, whether or not the car park in question has now become a private facility, and additionally by what means was it prioritised.
