Consumer Concern

It was on August 19 this year that I chose as my topic for this column capacity building. I quoted from the introductory lecture by Mr Keith Miller at a workshop somewhere in the Caribbean on ‘Capacity building strategies for local government.’ With local government elections in the offing I have no apologies for continuing to quote from Mr Miller’s excellent presentation.

The quotation on August 19 ended with these words:
