I had recused myself from the recent discussions on the crime situational approach by the government to address what it called a “joint operation” but rescind to contribute to the discussions since I feel there is no real strategic plan for its implementation.
In my opinion the joint memorandum of agreement with the so called “stakeholders” is another way to circumvent the true ideals of a republic. A people or nation cannot be governed without laws, and laws are supreme to democracy. As the profit Moses aptly put it “if you cannot live by the law then you will die by it.”
The problem with Guyana is not making laws; it is the ability to enforcing them. Law enforcement in Guyana is not given the resources, training, and modern equipment to fight the 21st century sophistication of criminal activities. I have some suggestions for the government and people.
First, the government must be prepared to establish an effective and trustworthy agency to gather intelligence data. The Intelli-gence Agency must be given the capacity and authority to conduct surveillance with unrestricted intelligence gathering capabilities.
Financial transactions are critical evidence in the financing and execution of criminal activities. Therefore, the agency must be supported by legislation to have access to financial transactions at all levels. This must become systemic and routine.
Secondly, the operations of this agency must have an adequate base line budget allocation each year. Consequently, no one should be above the laws; if you do not abide by them then you are punished by them. Even if it involves a minister in the government or a Supreme Court judge.
Thirdly, there must be a new philosophy of what the Geeks called “maat” or truth. Lying under oath should be punishable by laws with imprisonment of up to 5 years. Obstruction of justice should also have an equal penalty. Rewards should be given to whistle blowers.
Fourthly, there must be a freedom of press and freedom of information act.
These are the basis for a real crime fighting agenda where no one is above the law and the law enforcement is given the resources, training and equipment to restore dignity and order to the land.
