The government is set to embark on a major public awareness campaign to implement the Inter-American Development Bank (IDB) funded Georgetown Solid Waste Management Programme.
The IDB gave government a US$18.07 million loan, which will also be used to finance a modern waste management facility at Haag Bosch on the East Bank Demerara. According to an advertisement in the press, the programme’s objective is to contribute to improving the quality of life of the population living in the Georgetown Municipality and the 15 participating neighbourhood democratic councils (NDCs) by implementing sustainable solutions to solid waste management. It is intended that part of the proceeds of the financing will be applied to eligible payments under the contract for ‘Community Participation and Public Awareness Programme’, the ad said.
The activities to be accomplished through the programme include developing a strategy for raising awareness and encouraging participation in solid waste management in Georgetown and surrounding NDCs; implementing a strategy in Georgetown including extensive consultation with stakeholders and implementing a strategy in two pilot NDCs including extensive consultation with stakeholders.
On the execution of these goals, the programme will move to implement the strategy in the remaining NDCs and an evaluation of the overall programme success within Georgetown and the participating NDCs will be gauged.
The Ministry of Local Government and Regional Development, which will manage the programme, is proceeding with the hiring of a consultant firm to execute community participation and public awareness activities. In keeping with this the ministry has invited eligible consultancy firms from any member country of the IDB to submit expressions of interest in no more than 20 pages including all appendices and details of the work in the same area of specialisation. The estimated level of effort for the key staff is 24 man months and the proposed period for the consultancy, 19 months.
The advertisement also said selections will be based on academic qualifications and relevant applicable experience of the proposed personnel.
The Expression of Interest (EOI) will be evaluated with the results used to prepare a shortlist of not more than six consultancy firms, which will be invited to present technical and financial proposals.
Interested firms are required to submit their EOI by April 28 at 9 am. The employer is not responsible for documentation received after the time and date specified for receipt of proposals in which case they will be rejected and returned unopened. Documents sent via electronic mail on or before the deadline specified will be accepted but they must be followed by the official submission within one week.
