Why has the DPP not appointed a special prosecutor in the Sacred Heart fraud case?

Now that the DPP has seen it fit to explain her action in not recommending charges against Mr Gilhuys, we are eagerly awaiting her reasons for not appointing a special prosecutor for the case involving the Sacred Heart insurance fraud.
