Reinforcing a bad habit?

It is unfortunate that Dave Martin’s piece on ‘horn-blowers’ in Georgetown (and elsewhere) ended up on an anti-climactic note which may have been interpreted by the loud and lewd practitioners as reinforcing their bad habit.

I am sure, however, that more experience and more intensive evaluation of events will reverse him to the conclusion that the vast majority of ‘drivers’ just drive, quite oblivious of the traffic rules and regulations. They include those that should administer the very rules and regulations – since they also neglect to insist that only formally trained (by the police) drivers should be certified to access a driver’s licence.

It would be surprising to discover to what extent knowing the traffic rules would reduce the need for spontaneous (mis)judgments and the consequential need to ‘blow’ and ‘blow back.’ Public transport drivers just happen to be the most audible and visible transgressors.
