Too many stray animals on the roads

There is a grave problem not only in Region 2 but in other regions also, but the same approach must be taken to minimize same. That problem is the large number of stray animals on the roads. These animals, mainly cows, can be seen in large numbers at any hour of the day and night and this is creating serious problems for road users. There are a lot of accidents, resulting in everything from minor damage to fatalities.

I think the Neighbourhood Democratic Councils the Town Councils and the Police Force must play a leading role if we are to succeed. The Town Councils and NDCs must employ stray-catchers and pay them a fee that is reasonable, and in the case of the Town Council provide a pound that is secure and well managed.

The police must ensure that all adult animals must be branded and the brand registered and updated as required by law, so that owners can be traced and prosecuted if the animals get into an accident. I get the feeling that cattle owners deliberately do not brand their animals so as to prevent their identification in the event of an accident.

If you asked the police in Region 2 when last a cattle owner was prosecuted for not branding their animals I guess we all know what the answer would be; and if you stand in front of the police station, the Anna Regina Town Council, or the Regional Democratic Council office you will find dozens of stray animals on the road.
