It appears that the remark by President Bharrat Jagdeo regarding his government’s disposition to either facilitating or actually executing the arrest of Suriname president Desi Bouterse made during the opening session of the conference of officers of the Guyana Defence Force was not meant for the ears of the media. Some journalists, however, appeared to be in the right place at the wrong time – so to speak – and what the president said was duly reported.
It was neither an offhanded nor a flippant remark. It was a profound foreign policy statement, an articulation of the Jagdeo administration’s disposition
