(Jamaica Observer) Police Commissioner Owen Ellington yesterday described as “unacceptable” the explanation given for Thursday’s fatal shooting of two men who were in police custody, and has since ordered a “speedy and thorough” probe into the incident.
“I find the explanation given as unacceptable and reflective of a breakdown of standard operation procedures which eventually resulted in the tragic deaths of two persons,” said Ellington in a statement to the press.
The commissioner added that acceptance of the explanation given so far would “amount to dereliction of our duty of care for the safety and well-being of persons in our custody”.
Additionally, Ellington said he has sought the advice of the Director of Public Prosecutions on “the appropriate course of action to take”, said Ellington.
Twenty-two-year-old vendor Ricardo Irons and Keith Mitchell, a 51-year-old construction worker, were killed while they were being transported from Whitehouse to Savanna-la-Mar in Westmoreland, according to a report from the police.
The Observer understands that a police constable was also injured during the incident. Efforts up to press time to garner additional information on the incident and on the deceased men proved futile.
Yesterday, the police personnel involved in the shootings were reportedly removed from front-line duty.
In addition to the Bureau of Special Investigations, the Independent Commission of Investigations (INDECOM) is conducting its own probe into the incident.
Meanwhile, Ellington has urged members of the Jamaica Constabulary Force (JCF) to adhere to police procedures in transporting persons under their care.
“I appeal to all members to adhere strictly to JCF standard operation procedures on the safe custody escort and transportation of prisoners to ensure that officer safety and the safety of those in our custody will not be compromised,” he said.
