A Windsor Castle, Essequibo Coast businessman is at odds with the Anna Regina Town Council over his fence, which he claims was vindictively dismantled.
Contacted, Acting Town Clerk Dianne Critchlow denied this saying that the fence was dilapidated and that the businessman was told to build a new one.
However, 61-year-old Balkissoon Singh of Lot 55 Windsor Castle, is contending that he erected his zinc fence some four years ago. He is of the opinion that his fence was thrown down, without him being served a notice by the Anna Regina Town Council, to facilitate the building of his neighbour’s fence and this has left a pathway between the properties, which strangers are already using as a thoroughfare. He said the fence was dismantled on July 20.
Asked about this, the Town Clerk said that the pathway is actually a village reserve, which means that persons have a right to use it to gain access to other properties close to Singh’s.
But the businessman, who said there was never a pathway there before, complained that he is now exposed to unwarranted elements, since he stocks his goods under his house. He said that because of the thrown down fence the use of the pathway has become increasingly rapid, and over the months he continues to observe the frequent movements of unfamiliar persons.
Singh said on the day of the incident, he was at Charity conducting business and when he returned later in the day, his wife related the incident to him.
The businessman said that three weeks after he complained, some members of the Town Council along with the Regional Chairman visited his premises and after accessing the situation pronounced that what has happened to Singh was “not fair.”
Singh said that after not hearing from anyone, he subsequently visited the Regional Chairman’s office, but was told that the problem is the council’s business.
