There are a few things that defy logic. Perhaps the Guyana Police Force or your readers could enlighten me. I have a lorry; it is registered as a lorry with the first letter G in the registration number indicating that the lorry is meant for the transportation of goods. A licence issued by the Guyana Revenue Authority also indicates that the document is for a lorry while confirming the make, model, unladen weight, etc.
So far, the legal authority for registering and licensing the vehicle has made it clear that the lorry is for the transportation of goods. Why then is it necessary for the police to have to say the same thing by virtue of a Goods Transportation Certificate? That is another annual ritual that reduces the productive capacity of this country and even breeds corruption.
Abolish the Road Transportation Certificate, set lorry owners free of the cumbersome requirement to visit the Brickdam Police Station for an officer to approve something that was previously established. Even the police could use the extra time not used for issuing and checking that document to do something more productive. Unless of course, the reason for the Good Transportation Certificate is to ‘top up’ a policeman’s duties.
