It is important to emphasize that better service delivery to old age pensioners and disabled persons uplifting their books must be put in place at the Anna Regina office. For over two months pensioners who have had to uplift their books were unable to do so because the officer in charge is never in his office.
Old age pensioners continue to sit on the benches for long hours, some of them have to travel from far-flung areas, only to be disappointed as they are unable to uplift their pensions.
The system of delivering books will not be completed successfully and productively until the officer in charge honours his/her commitments to pensioners. This Ministry of Human Services and Social Security has to recognize that a more coherent and integrated approach is needed to overcome the problems and constraints at this office for better service delivery to the public.
The key to this ministry and the office at Anna Regina must be the unifying vision to which the officers must all be committed to the old age pensioners and to which they must attach their personal vision for change, development and success.
To resolve this issue it is necessary for a team in the ministry to visit and have a firsthand look at what time these officers are coming to work and interview the pensioners. Many of the grosser defects of long delays in handing out these pension books can be corrected and have indeed been largely corrected in other regions.
