During the last two weeks, we suspended our review of the UN Convention Against Corruption to look at the operations of the Guyana Power and Light (GPL). This was against the background of GPL’s disastrous performance over the years despite enormous amounts of subsidies and capital contributions from the Government and loans from the Inter-American Development Bank to upgrade its operations.
