A Tender notice appearing in the Guyana Chronicle of Friday August 9, 2013 in the name of the Board of Governors of President’s College, must surely be invalid. The notice ended with “Management of President’s College.”
Since the Board which was approved by Cabinet and unceremoniously disbanded by an educational official in the name of the Minister and which has never been replaced as is mandated, then which Board of Governors authorised the publication of the Tender notice? It is also relevant to question the make-up of the management of President’s College. It must also raise the question whether any decisions taken in the name of the Board should not be considered unlawful.
Be it noted that the President’s College Act, 1990 provides for a Board of Governors.
