Yesterday, the Blue CAPS held a closing ceremony at the Duke Lodge Hotel to observe the completion of its inaugural Building Communities through Leadership Training and Service (BCLTS) programme. The event was attended by members of the diplomatic corps, the private sector, civil society organization leaders, donors and parents of those graduating.
