The Police Complaints Authority has recommended that criminal charges be levelled against one police rank and disciplinary charges against another who were involved in the high speed chase/shooting incident at Eccles during which lawman Leroy English was wounded. Certain actions were also recommended to be taken against English. On September 3, Constable English was shot in his right arm and foot on the Eccles, East Bank Demerara, Public Road around 00:30 hrs. But the circumstances surrounding how he was wounded remain sketchy since the lawman has declined comment on the incident.
According to a source, criminal charges were recommended against a rank, who was involved in the shooting incident. However, that source stated that the recommendations will have to be approved by the Director of Public Prosecutions. Additionally Stabroek News was informed that disciplinary charges were also recommended to be taken against another rank. In addition, charges were also said to have been recommended against English. Gerry Da Silva, a businessman had told Stabroek News that he was being chased by an unmarked car in the early hours of September 3. He said that he became afraid and continued driving until he met with his father where a confrontation took place with the persons who were following him.
It is believed that English, who was clad in plainclothes at the time of the incident, might have been shot by another cop during the high speed chase which reportedly started on the West Bank Demerara.
