It was reported that the Minister in the Ministry of Finance gave instructions to the Chairman of the NPTAB to remind procuring entities of an apparently unfilled obligation of theirs under the Procurement Ac, in other words to ensure that they comply with the law. (Stabroek News October 3, 2014) Ironic? Maybe. For there does not appear to be in any haste to have established the Procurement Commission as provided for in the Constitution, the supreme law of the land. Is this a case of non-compliance with the law? Ironic? Maybe not. For people and governments have been known to behave in accordance with the maxim: “Do as I say, not as I do”. A “privilege” of power? Not maybe: definitely so.
