Guyana suffers from chronic unemployment and underemployment.
The solution to this issue is to create job centres where people can find work and can access training to upgrade their skills level. I suggest creating 50 job centres nationwide so that people who want to work can just search for work there. Those who want higher paying jobs will obviously need training which a job centre (in contact with local employers) can provide.
At the same time, national apprenticeship programmes should be created so that unskilled and unemployed people can get training and jobs.
I suggest starting with the electricity, water and telephone companies by giving them a grant to employ more people on apprenticeship.
This will create a skills pool of electricians, plumbers and telecoms engineers who are in demand at this moment in time.
