In one of the letters that David Pollard and I wrote we set out the idea of the racist effects of policies. The actions of the Mayor and City Council at Merriman Mall now provide a perfect example. Whatever the intentions of the policy behind those actions the result has disproportionately affected one ethnic group. This of course could have been foreseen, especially by an administration in office since 1994. Though local government is to be supported there are times when central government should overrule it for both the local and national good. This is one such occasion.
