I wish to convey my deepest condolences to the relatives and friends of the late Mr Clyde Roopchand who passed away on March 30th, 2016.
As a former Permanent Secretary I had the opportunity to interface with the late Mr Roopchand on numerous occasions at the Ministry of Finance to discuss the capital programmes and releases of the ministries under which I served. What I can say of him was that he was a no-nonsense officer who insisted on high professional standards and was never shy of letting you know when he was dissatisfied with the anticipated level of performance.
I last spoke to him a few months ago as he was leaving the compound of the Ministry of Finance when he indicated to me that he was going overseas for medical treatment.
The late Mr Roopchand had certainly made his contribution to the development of Guyana, in particular infrastructural development.
