In the last few days, several controversial procurement issues were highlighted in the media, the latest being the Court battle and subsequent ruling in favour of the Government regarding the award of a contract for $4.6 billion for the Inter-American Development Bank-funded rehabilitation of the Guyana Power and Light’s medium voltage distribution. The Engineer’s Estimate was $3.8 billion while the lowest bid was $3.5 billion. The Permanent Secretary of the Ministry of Public Infrastructure is reported to have stated that the Procurement Act could not have been breached as the evaluation process used was in accordance with IDB rules.
