Five international firms have submitted financial proposals to provide consulting services on legal matters in the oil and gas industry for the Ministry of the Presidency’s Department of Energy.
They are: White & Case LLP, Hunton Andrews Kurth LLP, Park Energy Law, IHS Global Inc. and Vieira De Almeida & Associados.
The firms were identified during bid openings on Tuesday at the National Procurement and Tender Administration Board at Kingston.
In its request for expressions of interest, the Department noted that the Government of the Cooperative Republic of Guyana (GCRG) has applied for financing in the amount of US$20 million equivalent from the World Bank toward the cost of the Guyana Petroleum Resources Governance and Management Project and intended to apply part of the proceeds to pay a consulting firm for advisory services on legal matters in the oil and gas Industry.
The objective of the assignment, the Department explained, is for the consultant to provide advisory services and technical support on legal and regulatory frameworks for the oil and gas industry to the GCRG, through the Department.
It further said the services required would include preparation of draft revised legislation and regulations required to support the update of the CRG’s legal and institutional frameworks for the governance, management and oversight of the oil and gas industry, including petroleum laws and regulations pertaining to operations, occupational health and safety, environmental management, and maritime operations.
The Department said the estimated duration of the assignment is four (4) years commencing in 2019. It noted that the contract would initially be issued for one year, with a possibility of renewal for the duration of the project period based on performance review/appraisal.
It also said the consulting firm should be internationally recognised, with extensive experience providing professional opinions to governments on oil and gas related issues and meet the following requirements:
The firm must have at least 15 years’ experience in Advisory Services on Legal Matters in the Oil and Gas Industry;
2. Team members must include a lawyer specialised in petroleum law with at least 20 years of experience in developing legal and regulatory frameworks for the oil and gas industry and having been directly involved in at least three similar assignments;
a lawyer having experience in Production Sharing Contracts and oil and gas taxation systems with at least 20 years of experience;
a lawyer having experience in maritime law and Health, Safety, Environment and Social legislation, preferably in a large oil company or professional organization; a lawyer having experience in customs and duties legislation;
3. At least two successfully completed assignments of a similar nature during the last 10 years.
