Dear Editor,
The former PS is still a member of staff. That being so the question arises why internal measures, in this case internal security, was not employed in dealing with the matter.
Internal measures must be first employed and utilised. If that is exhausted and fails then external measures can be looked at and employed, if it is warranted.
