The Committee of Appointments of Parliament has nominated trade unionist Carvil Duncan to sit as a member of the Local Government Commission (LGC).
According to the second report of the Committee laid in the National Assembly on Monday, Duncan was selected following a process of consultation with the bodies that represent trade unions within the Local Government System.
The report explains that at its January 13, 2021 meeting the Committee noted that the life of the Commission expired on October 22, 2020. In keeping with Section 4 (1) of the Local Government Commission Act, a decision was therefore taken to write to the relevant trade unions requesting nominees and letters were dispatched on January 20, 2021.
The Guyana Labour Union (GLU) nominated Duncan while the Guyana Local Government Officers Union recommended Sharon Smith and the Guyana Public Service Union nominated Vera Naughton.
The Committee noted and seconded the nomination from the GLU and has now approached the National Assembly to have his nomination confirmed.
According to the Local Government Commission Act the commission shall consist of eight members: three appointed by the President acting in accordance with his own deliberate judgement; three members appointed by the president acting on the advice of the Leader of the Opposition after consultation with other parliamentary parties, one appointed by the President after approval by the National Assembly upon a nomination by the Parliamentary Standing Committee on Appointments from persons submitted by trade unions within the local government system and one appointed by the minister after consultation with Local Democratic Organs.
