Mr Latchmansingh was very dedicated and exceptionally talented

Please permit me to add my sympathy and condolences to the family of the late former Chief Hydraulics Officer (CHO)  Raymond Latchmansingh. I was an Overseer with the Hydraulics Division at Anna Regina during the time that Mr. Latchmansingh was the CHO and I met with him on a few occasions when he toured the Tapakuma Irrigation Project on the Essequibo Coast and the Sea Defence Projects. The Tapakuma Irrigation Project which included the Dawa pump station was massive and the Ministry of Works and Hydraulics opened up thousands of acres of new land for rice cultivation. Several sea defence projects on the Essequibo Coast were also completed under the former CHO who was very dedicated, exceptionally talented, most amiable, and a pioneer in the Ministry. 

I wish to take this opportunity to applaud a few of the other talented engineers that crossed my path and who did yeoman service to the Works and Hydraulics Ministry. These stalwarts included Mr. Barry Man Sung Hing, Mr. Lawrence Charles, Mr. Charles Sohan, and Mr. Sheikh Ally. These were brilliant and accomplished engineers who studied and gained their degrees abroad. I personally know these engineers and know that they were always motivated, their character was impeccable and they earned the respect of hundreds of technical hydraulics staff members.
