Given CARICOM-led formation of the Constitution Reform Commission in 1999 (Chapter 1:14) brought about genuine results thus far on constitutional reform, even though five years earlier the Special Select Committee on Constitutional Reform was established in accordance with a Resolution of the National Assembly of December 1, 1994.
Accordingly, the Parliamentary Standing Committee for Constitutional Reform should advise Parliament on the necessity of having a motion tabled in the National Assembly for holding a referendum on the constitution: for either scrapping it or rewrite a new Constitution for Guyana or let the politicians continue to embrace and preserve the Burnham 1980 Constitution in its full power and glory.
