Dear Editor,
The ‘Doctrine of Necessity’ principle was invoked in the assignment of responsibility, in an acting capacity, of top cop, it was explained. The issue is not the selection of principle used in arriving at the decision to fill the void in order to ensure smooth continuity of operations. The issue lies in who was selected. It should be explained, for the sake of clarity, why it was necessary to make the selection done as opposed to the next in line?
