Attorney Nigel Hughes has written to acting Top Cop, Clifton Hicken seeking a copy of the report by the Regional Security System (RSS) on the corruption allegations that were made by his client, Sergeant Dion Bascom in relation to the probe of the murder of Ricardo Fagundes.
In the letter seen by Stabroek News, Hughes said that Bascom remains available to be interviewed by the RSS.
In a statement on Friday, the Ministry of Home Affairs said that the RSS report had absolved the Guyana Police Force of corruption or a cover-up in relation to the Fagundes murder probe. The Ministry did not release the RSS report.
In his letter to Hicken, Hughes said he had read in the press about the “purported contents of a report issued” by RSS into the statements made by Bascom about the conduct of the investigation into the murder of Fagundes in March last year.
“We are instructed to inform you, as we hereby do, that an interview with our client was never sought during the course of the investigation conducted by the RSS.
“Our client was and remains available for any interview with the RSS or other external independent investigation”, Hughes wrote.
He noted that the release issued by the Ministry on the RSS report purported to implicate Bascom in the breach of specific laws as well as impugn his character.
“Our client repeats and relies on the contents of his earlier statements which were submitted to the Office of Professional Responsibility.
“In the light of the alleged grave findings of the RSS as referenced by the Ministry of Home Affairs, and the specific allegations against our client, we are instructed to request as we hereby do, a copy of the RSS Report”, Hughes said.
He added that It is his client’s hope “that the necessity for further action in relation to the above request can be avoided”.
