Thirty-three-year-old Troy Chapman who was caught on camera raping a three-year-old toddler while she slept was yesterday handed a life sentence by Justice Sandil Kissoon who in denouncing the abhorrence of the act, said that the sentence needed to reflect the gravity of the sex offender’s depravity.
In his sentencing remarks, the Judge in a stern reprimand to Chapman underscored the sacred and significant responsibility which he said all adults have in ensuring that children are cared for and protected.
Instead, he told an expressionless Chapman “You went to the home and into her mother’s bedroom where she was asleep and engaged in this horrific, depraved act”.
Justice Kissoon, who appeared visibly moved and disgusted by what Chapman did, noted that the Court and society could not condone such acts and needed to set its face against it.
Referencing the facts presented at Chapman’s arraignment two weeks ago, the Judge opined that the guilty plea may well have been only because the assault had been captured on video and the offender knew that the evidence against him was overwhelming.
The Judge told Chapman that the gravity of his depraved act looms large and warranted the imposition of a life sentence; ordering that he is not to be considered eligible for parole until after he would have served 18 years behind bars.
Additionally, the Judge ordered that he undergoes counselling tailored for sex offenders.
The state’s case had been presented by Prosecutor Cicelia Corbin, in association with state attorneys Caressa Henry and Marisa Edwards. Chapman was represented by defence attorney Teriq Mohammed.
Chapman pleaded guilty to the charge of rape of a child under 16 years; admitting that he had raped the three-year-old on June, 15th 2021.
On the day in question he visited the home of the toddler’s family and while she was left in his care for a brief period, he raped her.
His act was captured on a video recording and the police were summoned.
