Dear Editor,
The Elder should not be perplexed as to why the two top judicial appointments are not substantive (SN August 19). This has been so for close to two decades. He didn’t ask when the former office holders demitted office in acting capacities. Why is it hard to understand it is the same reason the current holders are still acting? Until and unless there is the will by both sides to break the gridlock the Elder’s perplexity will continue.
