Citizens have no information on qualifications required for Regional Chairmen or REOs

The positon of Regional Executive Officer has never been published in the Annual Budget – a matter of indifference to both Government and Opposition. Indeed, there is scarcely any indication of the process for the appointment, nor for that matter, of the Deputy. Consequently there is little or no information for citizens involved, or just mere witnesses, about the respective qualifications and experience required to categorise these job-holders as competent Administrators – Permanent, Contracted or Temporary. It has long been argued (by APNU) that REOs are ‘political appointees’. So are ‘Contracted Employees’; and not to mention ‘Permanent Secretaries’.

In the milieu of political decision-making – including about ‘grants’ and ‘part-time’ employees, it is unclear what role REOs play in the process; to what extent are they involved in: recruitment, transfer, of responsibility, job value, leave, job description, promotion – say from ‘semi-skilled’ to ‘Other Technical and ‘Craft-skilled’, assuming of course he/she is cognizant of these differentiations, moreso when involved in ‘labour relations’ with which union. It seems that at this stage of ‘one nation’ it would be quite appropriate to formally publicise appointments of Regional and Deputy Regional Executive Officers if only to indicate not only their respective duties but promotion ability – as part of a comprehensive succession plan, obviously unrelated to any change of Administration within ‘One Nation’.
