Dear Editor,
Caricom is urging dialogue between the Presidents of Guyana and Venezuela as a means of de-escalating tensions. If Guyana is to consider such a recommendation Venezuela has to set aside and abandon its recently announced seven-point plan aimed at seizing and securing control of the Essequibo region.
But dialogue between the sides would have to be brokered and mediated upon. Isn’t this tantamount to the Good Officer process which was unsuccessful and so came the referral to UN and ICJ?
