Could Haitian-styled negotiations and compromises be employed in the MOE-GTU talks?

At last some positive movement on the Haiti crisis.  The PM, Ariel Henry, has agreed to resign once the transitional council is fully in place. These results were not easily obtained and involved hours of intense negotiations and compromises. 

The gang leader calling for the resignation of the PM should now lay down arms and allow the brokered arrangement a chance to work. At home talks between the MoE and teachers’ union have broken down. I guess it would be back to the streets and possibly the court. Could the same intense negotiations and compromises, which helped broker a deal for Haiti, be employed in these talks, aborted yet again? If it can be done for Haiti, it can be done in these talks.
