Create an independent Customs and Border Department

For decades since becoming a Republic, issues with customs declarations and evasions have cast an ominous shadow on the Guyana Revenue Authority (GRA). For this reason instead  of another task force, I propose the creation of an independent Customs and Border Department in Guyana, which would operate separately from the GRA and the Ministry of Home Affairs. This new department would have direct oversight by the Office of the President, ensuring the highest level of accountability and efficiency in our customs and border management.

The current structure, where customs operations fall under the GRA, creates potential conflicts of interest and dilutes the focus necessary for effective border management and customs enforcement. Additionally, the Ministry of Home Affairs, with its broad mandate, may not be able to prioritize the specialized demands of customs and border control. Therefore, a dedicated department is essential.

A separate Customs and Border Department would streamline operations, reduce bureaucratic overlap, and enhance the effectiveness of border security measures. By placing this new department under the direct oversight of the Office of the President, we can ensure it operates with the utmost integrity and accountability, free from political interference and corruption. This structure would also facilitate better coordination with international customs and border agencies, improving trade efficiency and national security.

The creation of this new department would demonstrate our commitment to strengthening border security and enhancing economic growth through more efficient customs operations. It would also send a strong message to our citizens and international partners that Guyana is dedicated to transparency, accountability, and excellence in governance.

I urge policymakers, stakeholders, and citizens to think about this proposal for the betterment of our nation.
