The Government of Guyana (GoG) has officially commenced the Guyana Coastal Adaptation and Resilience Project, an initiative aimed at enhancing climate adaptation and reducing flood risks across urban, semi-urban, and rural areas of the country’s coastal plain and is looking to hire a Procurement Officer.
According to a GoG advertisement in this newspaper, the project, backed by a substantial US$45 million from the Guyana REDD+ Investment Fund and implemented in partnership with the World Bank, is poised to make a lasting impact on the country’s vulnerable regions.
The project will primarily focus on improving resilience against flooding in Regions Four, Five, Six, and parts of Region Three, which have been increasingly affected by climate change and rising sea levels. The ad stated that as part of the GoG’s ongoing commitment to safeguarding communities and livelihoods, the initiative aims to fortify infrastructure and implement adaptive strategies to mitigate the effects of flooding.
The Procurement Officer, who will play a key role in the successful implementation of this project, will have to ensure that all procurement activities align with World Bank guidelines and the provisions of the legal agreement underpinning the project. According to the ad, the Procurement Officer will collaborate closely with the Project Coordinator and beneficiary representatives, overseeing the integrity of procurement processes for essential goods and services.
The Procurement Officer’s responsibilities will include developing and issuing standard procurement documents and requests for proposals as well as coordinating with line ministries for the preparation of terms of reference and technical specifications, according to the ad. In addition, the successful candidate will be expected to maintain a register of qualified suppliers and consultants and monitor their performance and facilitate communication with all stakeholders and ensure timely updates of the project’s procurement plan.
In addition to procurement responsibilities, the officer will also support the professional development of national staff through intensive procurement training programmes. This investment in local capacity is essential for the project’s sustainability and success, the advertisement noted.
