Recently His Excellency the President, Irfaan Ali, called a meeting of those who are involved in the execution of various construction projects. He read the riot act to them. I congratulate the President on this move. I believe this should have been done earlier but better late than never. Too many projects remain incomplete long after they were scheduled to be completed and too much inferior work. I only hope that the President realise this would be in vain if it is not followed up by timely enforcement. I would also like him to review what could be overpriced projects where the person for whatever reason bid was far higher than others and were given projects.
I am wondering what role the Procurement Commission is playing. Is it that they sit back and await complaints, or are they permitted to be proactive and examine the award of contracts? Unfortunately, contractors who were given a raw deal are afraid to complain as they fear victimization. Editor, given the turmoil in the global arena and possible threat to the flow of energy I hope a decision can be speeded up for the construction of an oil refinery to ensure energy security for Guyana, the Caribbean and even the State of Roraima. I am aware that the person in charge of oil and gas is Vice President Bharrat Jagdeo. Maybe it is time for the president to intervene, meet with those who have submitted proposals and ensure an oil refinery becomes a reality.
This is important not only because of energy but downstream production of fertiliser, bitumen, vaseline etc. This would also spur manufacturing as energy would be much, much cheaper and so would fertilizer and bitumen. If I am not incorrect the refining process would also produce natural gas. Such a project would be transformative. In addition, such a refinery would utilize ethanol to substitute for MDT which is carcinogenic. Ethanol would improve our carbon footprint. The Skeldon Estate could be refurbished to produce ethanol. We could also utilize 10% ethanol in our gas tanks thus help to battle climate change. It is my opinion the President should set up a team of persons with high and tested integrity to oversee projects and report directly to him. Seek persons across the political spectrum.
