The Secretary of State on a Caribbean tour has made it pellucid: foreign aid must be aligned with his country’s foreign policy priorities (News Source Mar 26). Are there strands of similarity with the announcement locally that NGOs supportive of the government will receive support? (KN March 26). Staying with the visit the critical issue of the Cuban medical services to Caribbean nations is not, it is perceived, up for discussions or negotiations. The ball is now in the court of Caribbean nations. Visa revocations fait accompli?
