Heyligar was the inspiration and first Commissioner of the transformed GRA

Dear Editor, It was so good to see on Stabroek News of January 25, the gentleman who imposed my first consultancy experience, Edgar Heyligar, the then Commissioner of Income Tax, and who became the first Commissioner of the nearly transformed Guyana Revenue Authority upon the formal synchronisation of Income Tax and Customs and Excise Departments.
