Dear Editor, The first paragraph of Chapter 2 of the CoI Report into the Public Service reads as follows: Among the issues brought to our notice during our enquiry as needing to be addressed, was the significant number of persons occupying positions in the Public Service, who were not recruited through the established processes and procedures of the Public Service Commission.
