The failings of the Access to Information Act

The report by the Media Institute of the Caribbean  (MIC) on Guyana’s Access to Information Act of 2011 underlines again the shortcomings of this piece of legislation which was meant to be a critical adjunct to transparency in government but which has barely functioned.

Dear Editor, Guyana Power and Light (GPL) Inc. has contracted a floating electric power station (‘power ship’) from UCI, a subsidiary of UCC Holding, a Qatari company, to provide additional electricity to Guyana’s electric power grid, which has recently been failing in a spectacular manner resulting in multiple hours-long power blackouts for GPL customers.
